The Bible never mentions Halloween. The word is absent from the World English Bible and the King James Version, and the holiday is later than Scripture: it grew out of All Hallows' Eve, the night before the Christian feast of All Saints on November 1, and is often linked to the older Celtic festival of Samhain. What the Bible does speak to is the practice of the occult. Words for witchcraft, sorcery, wizards and mediums appear in 36 verses of the WEB, and Deuteronomy 18:10-12 lists divination and consulting the dead among the things Israel was to avoid. Paul also teaches that Christians have freedom in disputable matters and must act in faith and love (Romans 14, 1 Corinthians 10). Christians land in different places on Halloween, and the verses below are the ones each side uses.

"There shall not be found with you anyone who makes his son or his daughter to pass through the fire, one who uses divination, one who practices sorcery, or an enchanter, or a sorcerer, or a charmer, or a consulter with a familiar spirit, or a wizard, or a necromancer. For whoever does these things is an abomination to Yahweh. Because of these abominations, Yahweh your God drives them out from before you."
"There shall not be found among you any one that maketh his son or his daughter to pass through the fire, or that useth divination, or an observer of times, or an enchanter, or a witch, Or a charmer, or a consulter with familiar spirits, or a wizard, or a necromancer. For all that do these things are an abomination unto the LORD: and because of these abominations the LORD thy God doth drive them out from before thee."
“‘Don’t turn to those who are mediums, nor to the wizards. Don’t seek them out, to be defiled by them. I am Yahweh your God.
"Regard not them that have familiar spirits, neither seek after wizards, to be defiled by them: I am the LORD your God."
“‘The person that turns to those who are mediums, and to the wizards, to play the prostitute after them, I will even set my face against that person, and will cut him off from among his people.
"And the soul that turneth after such as have familiar spirits, and after wizards, to go a whoring after them, I will even set my face against that soul, and will cut him off from among his people."
"When they tell you, “Consult with those who have familiar spirits and with the wizards, who chirp and who mutter:” shouldn’t a people consult with their God? Should they consult the dead on behalf of the living?"
"And when they shall say unto you, Seek unto them that have familiar spirits, and unto wizards that peep, and that mutter: should not a people seek unto their God? for the living to the dead?"
"Now the deeds of the flesh are obvious, which are: adultery, sexual immorality, uncleanness, lustfulness, idolatry, sorcery, hatred, strife, jealousies, outbursts of anger, rivalries, divisions, heresies, envy, murders, drunkenness, orgies, and things like these; of which I forewarn you, even as I also forewarned you, that those who practice such things will not inherit God’s Kingdom."
"Now the works of the flesh are manifest, which are these; Adultery, fornication, uncleanness, lasciviousness, Idolatry, witchcraft, hatred, variance, emulations, wrath, strife, seditions, heresies, Envyings, murders, drunkenness, revellings, and such like: of the which I tell you before, as I have also told you in time past, that they which do such things shall not inherit the kingdom of God."
"Many also of those who had believed came, confessing, and declaring their deeds. Many of those who practiced magical arts brought their books together and burned them in the sight of all. They counted their price, and found it to be fifty thousand pieces of silver."
"And many that believed came, and confessed, and shewed their deeds. Many of them also which used curious arts brought their books together, and burned them before all men: and they counted the price of them, and found it fifty thousand pieces of silver."
"For you were once darkness, but are now light in the Lord. Walk as children of light, for the fruit of the Spirit is in all goodness and righteousness and truth, proving what is well pleasing to the Lord. Have no fellowship with the unfruitful deeds of darkness, but rather even reprove them."
"For ye were sometimes darkness, but now are ye light in the Lord: walk as children of light: (For the fruit of the Spirit is in all goodness and righteousness and truth;) Proving what is acceptable unto the Lord. And have no fellowship with the unfruitful works of darkness, but rather reprove them."
"Test all things, and hold firmly that which is good. Abstain from every form of evil."
"Prove all things; hold fast that which is good. Abstain from all appearance of evil."
"This is the message which we have heard from him and announce to you, that God is light, and in him is no darkness at all. If we say that we have fellowship with him and walk in the darkness, we lie, and don’t tell the truth. But if we walk in the light, as he is in the light, we have fellowship with one another, and the blood of Jesus Christ, his Son, cleanses us from all sin."
"This then is the message which we have heard of him, and declare unto you, that God is light, and in him is no darkness at all. If we say that we have fellowship with him, and walk in darkness, we lie, and do not the truth: But if we walk in the light, as he is in the light, we have fellowship one with another, and the blood of Jesus Christ his Son cleanseth us from all sin."
"Beloved, don’t believe every spirit, but test the spirits, whether they are of God, because many false prophets have gone out into the world."
"Beloved, believe not every spirit, but try the spirits whether they are of God: because many false prophets are gone out into the world."
"The light shines in the darkness, and the darkness hasn’t overcome it."
"And the light shineth in darkness; and the darkness comprehended it not."
"Again, therefore, Jesus spoke to them, saying, “I am the light of the world. He who follows me will not walk in the darkness, but will have the light of life.”"
"Then spake Jesus again unto them, saying, I am the light of the world: he that followeth me shall not walk in darkness, but shall have the light of life."
"You are the light of the world. A city located on a hill can’t be hidden. Neither do you light a lamp, and put it under a measuring basket, but on a stand; and it shines to all who are in the house. Even so, let your light shine before men; that they may see your good works, and glorify your Father who is in heaven."
"Ye are the light of the world. A city that is set on an hill cannot be hid. Neither do men light a candle, and put it under a bushel, but on a candlestick; and it giveth light unto all that are in the house. Let your light so shine before men, that they may see your good works, and glorify your Father which is in heaven."
"Be sober and self-controlled. Be watchful. Your adversary, the devil, walks around like a roaring lion, seeking whom he may devour."
"Be sober, be vigilant; because your adversary the devil, as a roaring lion, walketh about, seeking whom he may devour:"
"having stripped the principalities and the powers, he made a show of them openly, triumphing over them in it."
"And having spoiled principalities and powers, he made a shew of them openly, triumphing over them in it."
"Don’t be conformed to this world, but be transformed by the renewing of your mind, so that you may prove what is the good, well-pleasing, and perfect will of God."
"And be not conformed to this world: but be ye transformed by the renewing of your mind, that ye may prove what is that good, and acceptable, and perfect, will of God."
"One man esteems one day as more important. Another esteems every day alike. Let each man be fully assured in his own mind. He who observes the day, observes it to the Lord; and he who does not observe the day, to the Lord he does not observe it. He who eats, eats to the Lord, for he gives God thanks. He who doesn’t eat, to the Lord he doesn’t eat, and gives God thanks."
"One man esteemeth one day above another: another esteemeth every day alike. Let every man be fully persuaded in his own mind. He that regardeth the day, regardeth it unto the Lord; and he that regardeth not the day, to the Lord he doth not regard it. He that eateth, eateth to the Lord, for he giveth God thanks; and he that eateth not, to the Lord he eateth not, and giveth God thanks."
"But he who doubts is condemned if he eats, because it isn’t of faith; and whatever is not of faith is sin."
"And he that doubteth is damned if he eat, because he eateth not of faith: for whatsoever is not of faith is sin."
"Therefore concerning the eating of things sacrificed to idols, we know that no idol is anything in the world, and that there is no other God but one. For though there are things that are called “gods”, whether in the heavens or on earth; as there are many “gods” and many “lords”; yet to us there is one God, the Father, of whom are all things, and we for him; and one Lord, Jesus Christ, through whom are all things, and we live through him."
"As concerning therefore the eating of those things that are offered in sacrifice unto idols, we know that an idol is nothing in the world, and that there is none other God but one. For though there be that are called gods, whether in heaven or in earth, (as there be gods many, and lords many,) But to us there is but one God, the Father, of whom are all things, and we in him; and one Lord Jesus Christ, by whom are all things, and we by him."
“All things are lawful for me,” but not all things are profitable. “All things are lawful for me,” but not all things build up. Let no one seek his own, but each one his neighbor’s good.
"All things are lawful for me, but all things are not expedient: all things are lawful for me, but all things edify not. Let no man seek his own, but every man another’s wealth."
"Whatever is sold in the butcher shop, eat, asking no question for the sake of conscience, for “the earth is the Lord’s, and its fullness.” But if one of those who don’t believe invites you to a meal, and you are inclined to go, eat whatever is set before you, asking no questions for the sake of conscience."
"Whatsoever is sold in the shambles, that eat, asking no question for conscience sake: For the earth is the Lord’s, and the fulness thereof. If any of them that believe not bid you to a feast, and ye be disposed to go; whatsoever is set before you, eat, asking no question for conscience sake."
"Whether therefore you eat, or drink, or whatever you do, do all to the glory of God."
"Whether therefore ye eat, or drink, or whatsoever ye do, do all to the glory of God."
"Finally, brothers, whatever things are true, whatever things are honorable, whatever things are just, whatever things are pure, whatever things are lovely, whatever things are of good report; if there is any virtue, and if there is any praise, think about these things."
"Finally, brethren, whatsoever things are true, whatsoever things are honest, whatsoever things are just, whatsoever things are pure, whatsoever things are lovely, whatsoever things are of good report; if there be any virtue, and if there be any praise, think on these things."
"But for the cowardly, unbelieving, sinners, abominable, murderers, sexually immoral, sorcerers, idolaters, and all liars, their part is in the lake that burns with fire and sulfur, which is the second death.”"
"But the fearful, and unbelieving, and the abominable, and murderers, and whoremongers, and sorcerers, and idolaters, and all liars, shall have their part in the lake which burneth with fire and brimstone: which is the second death."

The Bible gives no ruling on the holiday, and Christians disagree. Some avoid it because of its links to the occult and to fear of the dead, citing Deuteronomy 18:10-12 and Ephesians 5:11. Others take part in costumes and candy as harmless fun, or hold a harvest or Reformation night instead, citing Romans 14:5-6 and 1 Corinthians 10:25-27. Paul's rule for disputed questions is to be fully convinced in your own mind and to avoid making another believer stumble (Romans 14:5, 14:21).
No verse says so. What Scripture condemns is the practice of sorcery, divination and calling up the dead (Deuteronomy 18:10-12, Galatians 5:20). Whether dressing up or trick-or-treating falls under that is a judgment call, and the Bible's standard for such calls is faith, love and a clear conscience (Romans 14:23).
The name comes from All Hallows' Eve, the evening before All Saints' Day on November 1, a Christian feast. Many writers also trace the customs to the Celtic festival of Samhain, held at the start of winter. How much of the modern holiday comes from Samhain is debated among historians.
It condemns it. Exodus 22:18, Deuteronomy 18:10-12, Galatians 5:19-21 and Revelation 21:8 name sorcery and divination among practices God's people are to avoid, and in Acts 19:18-19 new believers in Ephesus burned their magic books publicly.
