In the World English Bible the word ghost appears in only 2 verses outside the Holy Ghost, Matthew 14:26 and Mark 6:49, where the disciples cry out in fear because they think Jesus walking on the sea is a ghost. The King James Version uses 'give up the ghost' for dying in 19 verses (for example Genesis 25:8 and Luke 23:46), which is where much of the English word's biblical use comes from. The Bible forbids consulting the dead (Deuteronomy 18:10-12, Leviticus 19:31), records one appearance of Samuel to Saul at Endor (1 Samuel 28), and teaches that after death comes judgment, not wandering (Hebrews 9:27). The verses below cover the passages people cite when they ask about ghosts.

"Then Saul said to his servants, “Seek for me a woman who has a familiar spirit, that I may go to her, and inquire of her.” His servants said to him, “Behold, there is a woman who has a familiar spirit at Endor.”"
"Then said Saul unto his servants, Seek me a woman that hath a familiar spirit, that I may go to her, and enquire of her. And his servants said to him, Behold, there is a woman that hath a familiar spirit at Endor."
"Then the woman said, “Whom shall I bring up to you?” He said, “Bring Samuel up for me.” When the woman saw Samuel, she cried with a loud voice; and the woman spoke to Saul, saying, “Why have you deceived me? For you are Saul!” The king said to her, “Don’t be afraid! What do you see?” The woman said to Saul, “I see a god coming up out of the earth.” He said to her, “What does he look like?” She said, “An old man comes up. He is covered with a robe.” Saul perceived that it was Samuel, and he bowed with his face to the ground, and showed respect. Samuel said to Saul, “Why have you disturbed me, to bring me up?” Saul answered, “I am very distressed; for the Philistines make war against me, and God has departed from me, and answers me no more, by prophets, or by dreams. Therefore I have called you, that you may make known to me what I shall do.”"
"Then said the woman, Whom shall I bring up unto thee? And he said, Bring me up Samuel. And when the woman saw Samuel, she cried with a loud voice: and the woman spake to Saul, saying, Why hast thou deceived me? for thou art Saul. And the king said unto her, Be not afraid: for what sawest thou? And the woman said unto Saul, I saw gods ascending out of the earth. And he said unto her, What form is he of? And she said, An old man cometh up; and he is covered with a mantle. And Saul perceived that it was Samuel, and he stooped with his face to the ground, and bowed himself. And Samuel said to Saul, Why hast thou disquieted me, to bring me up? And Saul answered, I am sore distressed; for the Philistines make war against me, and God is departed from me, and answereth me no more, neither by prophets, nor by dreams: therefore I have called thee, that thou mayest make known unto me what I shall do."
"Now Samuel was dead, and all Israel had mourned for him, and buried him in Ramah, even in his own city. Saul had sent away those who had familiar spirits and the wizards out of the land."

"So Saul died for his trespass which he committed against Yahweh, because of Yahweh’s word, which he didn’t keep; and also because he asked counsel of one who had a familiar spirit, to inquire, and didn’t inquire of Yahweh. Therefore he killed him, and turned the kingdom over to David the son of Jesse."
"So Saul died for his transgression which he committed against the LORD, even against the word of the LORD, which he kept not, and also for asking counsel of one that had a familiar spirit, to enquire of it; And enquired not of the LORD: therefore he slew him, and turned the kingdom unto David the son of Jesse."

He said to them, “Why are you troubled? Why do doubts arise in your hearts? See my hands and my feet, that it is truly me. Touch me and see, for a spirit doesn’t have flesh and bones, as you see that I have.” When he had said this, he showed them his hands and his feet. While they still didn’t believe for joy, and wondered, he said to them, “Do you have anything here to eat?” They gave him a piece of a broiled fish and some honeycomb. He took them, and ate in front of them."
"And as they thus spake, Jesus himself stood in the midst of them, and saith unto them, Peace be unto you. But they were terrified and affrighted, and supposed that they had seen a spirit. And he said unto them, Why are ye troubled? and why do thoughts arise in your hearts? Behold my hands and my feet, that it is I myself: handle me, and see; for a spirit hath not flesh and bones, as ye see me have. And when he had thus spoken, he shewed them his hands and his feet. And while they yet believed not for joy, and wondered, he said unto them, Have ye here any meat? And they gave him a piece of a broiled fish, and of an honeycomb. And he took it, and did eat before them."
"After six days, Jesus took with him Peter, James, and John his brother, and brought them up into a high mountain by themselves. He was transfigured before them. His face shone like the sun, and his garments became as white as the light. Behold, Moses and Elijah appeared to them talking with him."

"Regard not them that have familiar spirits, neither seek after wizards, to be defiled by them: I am the LORD your God."
“‘The person that turns to those who are mediums, and to the wizards, to play the prostitute after them, I will even set my face against that person, and will cut him off from among his people.

"For the living know that they will die, but the dead don’t know anything, neither do they have any more a reward; for their memory is forgotten. Also their love, their hatred, and their envy has perished long ago; neither have they any more a portion forever in anything that is done under the sun."
"For the living know that they shall die: but the dead know not any thing, neither have they any more a reward; for the memory of them is forgotten. "The beggar died, and he was carried away by the angels to Abraham’s bosom. The rich man also died, and was buried. In Hades, he lifted up his eyes, being in torment, and saw Abraham far off, and Lazarus at his bosom. He cried and said, ‘Father Abraham, have mercy on me, and send Lazarus, that he may dip the tip of his finger in water, and cool my tongue! For I am in anguish in this flame.’ “But Abraham said, ‘Son, remember that you, in your lifetime, received your good things, and Lazarus, in the same way, bad things. But here he is now comforted, and you are in anguish. Besides all this, between us and you there is a great gulf fixed, that those who want to pass from here to you are not able, and that no one may cross over from there to us.’"

And he cried and said, Father Abraham, have mercy on me, and send Lazarus, that he may dip the tip of his finger in water, and cool my tongue; for I am tormented in this flame. But Abraham said, Son, remember that thou in thy lifetime receivedst thy good things, and likewise Lazarus evil things: but now he is comforted, and thou art tormented. And beside all this, between us and you there is a great gulf fixed: so that they which would pass from hence to you cannot; neither can they pass to us, that would come from thence."

It never describes ghosts as wandering spirits of the dead. It does record the dead appearing on rare occasions (Samuel in 1 Samuel 28, Moses and Elijah in Matthew 17:3), and it warns against contacting the dead (Deuteronomy 18:10-12). Hebrews 9:27 says people die once and then face judgment.
King Saul asked a medium to call up the prophet Samuel, and Samuel appeared and told Saul he would lose the battle (1 Samuel 28:11-19). Saul had banned mediums himself (1 Samuel 28:3). Readers disagree on whether it was truly Samuel, but the text calls the figure Samuel and treats the consultation as part of Saul's rebellion (1 Chronicles 10:13-14).
Yes, twice. They saw him walking on the water and cried out (Matthew 14:26, Mark 6:49), and after the resurrection they were terrified and thought they saw a spirit until he showed his hands and feet and ate fish (Luke 24:36-43).
Believers are described as being 'at home with the Lord' (2 Corinthians 5:8) and with Christ (Philippians 1:23); the dead await resurrection and judgment (Hebrews 9:27, John 5:28-29). No verse has the dead returning to haunt the living.
